Eötvös Loránd University’s call for applications for the 2019/2020 National Higher Education Scholarship  awarded by the minister in charge of education

 

Students with outstanding academic and professional achievements – as a financial recognition of their accomplishments and with a view to supporting the preservation of their performance – shall be awarded the National Higher Education Scholarship for the 2019/2020 academic year by the minister in charge of education.

The regulations on awarding the National Higher Education Scholarship are contained in Act CCIV of 2011 on National Higher Education (hereinafter: Nftv.) as well as in Government decree 51/2007 (III. 26.) on grants available for and fees payable by higher education students (hereinafter: Government decree).

The number of National Higher Education Scholarship recipients at our institution – in accordance with the statistical data reflecting conditions on 15 October 2018, in line with Article 24 (2) of the Government decree – is 0.8% of the number of students taking part in (partially) state-funded full-time Bachelor’s, Master’s and single-cycle programmes, or 135 students.

The call for applications shall be launched by Eötvös Loránd University on the basis of Nftv. and Article 24 (4) of the Government decree. The call for applications shall be published by the faculties, the GTI and the BDPK (hereinafter: faculties) – at least 30 days ahead of the deadline for the submission of the applications in order to provide enough time for applicants – in the regular way between 3 June 2019 and 5 June 2019.

When publishing the call for applications – with regard to the provisions laid down in the faculty regulations – I recommend that close attention be given to the following questions:

a) the National Higher Education Scholarship shall be awarded for a full academic year (10 months). Pursuant to paragraph (1) point c) of Article 114/D of Nftv., the scholarship’s monthly amount in 2019 shall be HUF 40000;

b) applications for the National Higher Education Scholarship may be submitted by students taking part in state-funded and self-financed full-time Bachelor’s, Master’s and single-cycle programmes who have registered for at least two semesters over the course of either their present or past studies and have obtained at least 55 credits;

c) the University shall launch the call for applications, in adherence to the deadline detailed in Article 24 (4) of the Government decree, whereby the University – on the basis of the applications received and assessed by the institution, while providing the option of legal remedy to students – shall make recommendations to the minister in charge of education on scholarship recipients among students taking part in Bachelor’s, Master’s and single-cycle programmes;

d) under Article 10 (3) of the Government decree, the National Higher Education Scholarship awarded for the 2019/2020 academic year shall only be disbursed in the 2019/2020 academic year; in the event that the student’s student status is terminated or suspended, the student in question shall not be eligible to receive scholarship disbursements;

e) in the event that a student who has applied for the National Higher Education Scholarship but had their application rejected is worthy and eligible for the scholarship based on the criteria and the quota listed above, but was not awarded the scholarship due to a procedural error on the part of the institution and this fact can be established in a legal remedy procedure, the minister in charge of education shall have the authority to award the student in question a National Higher Education Scholarship at the initiative of the higher education institution, either by financing it from his/her own income or the institution’s student appropriations account; in this case, in line with Article 24 (7) of the Government decree and Section 110 (3) of the Academic Regulations for Students, the funds of the National Higher Education Scholarship shall be provided to the student from the faculty’s own revenues;

f) students awarded the National Higher Education Scholarship shall not be excluded from eligibility for the academic scholarship.

The call for applications shall be published by the faculty. 

Students can obtain the application forms or get more information from the faculties’ Academic Registrar’s Offices or the Student Union of their respective faculty.

The persons/bodies assessing the applications shall have the right – taking into consideration the requirements for equal treatment – to determine the activities and achievements they will take into account when ranking the applications as well as which criteria they will give more or less weight to when assessing the applications and compiling the faculty ranking.

The order and conditions of the faculties’ assessment of the applications – taking into consideration the requirements for equal treatment – are established by Section 110 of the Academic Regulations for Students and the relevant provisions of the various faculty special provisions. Applicants shall be provided the opportunity to comment on, make corrections to and seek legal remedy in connection with their applications. These rights shall be included in the call for applications.

The application forms for the National Higher Education Scholarship shall be submitted to the given faculties for assessment and ranking within 30 days following the official launch of the call for applications.

The National Higher Education Scholarship shall be awarded to specific students by the minister in charge of education based on the ranking proposed by the University.
